Cant install packages and patches

Please advise why I can not install anything on my Solaris 7? Any pkgadd I try doesnt want to work.
Is there something I can check on my system to troubleshoot why I cant install packages and patches??

Because i dont have internet on the server I am downloading the data to an NT then WS_FTP95 the data to my server using binary transfer.

Here is an example of one error after I try a pkgadd on my server:

pkgadd: ERROR: attempt to process datastream failed
- bad format in datastream table-of-contents
pkgadd: ERROR: could not process datastream from </tmp/gzip-1.txt>
