Cant exec grant_admin_privilege

during the creation of goldengate (after the ddl scripts) I run:
exec dbms_goldengate_auth.grant_admin_privilege

and I get:
identifier dbms_goldengate_auth.grant_admin_privilege must be declared

why is that?

the db is 11.2.0.1
