Cant Delete Or Install error code 6985 JCOP card

I notice that 2 existing commercial apps have vanished !!!
my app is still visible and working,
but I cant delete it
Possibly jcManager 'Reset Card' is too powerfull???
I tried to generate 50 RSA keys (to one static keypair) - is this too much?

If a Security Domain on the card has the Mandated DAP Verification privilege
and is in the LOCKED (from PERSONALIZED) state, no loading session is
possible: the INSTALL FOR LOAD APDU command must fail and return the status
word ‘6985’ (Condition of use not satisfied).

If the key validity data of the MSK indicates an invalidated MSK (i.e. SEQl is greater than SEQu) then the USIM
returns the status word '6985' (Conditions of use not satisfied) and abandons the function. SEQl and SEQu are defined
in TS 33.246 [43].
