cant connect to metalink

anyone else have problems? I can't login.

Sign-In Failed - A server connection error occurred. Your account is frozen. Call Oracle support to determine the reason and help resolve this, if it is in error.

I have been unable to download the 10.2.0.4 DB patch all day.
