Cant connect SQL developer to Oracle Database 19c

So I am getting this error on my first attempt at connecting SQL developer to the database (Oracle Database 19c). I am on windows.

SQL plus seems to work.

And I have these Oracle services running:

I followed this tutorial to install Oracle Database and create the database in it:
