Cant access "em" application

I have a problem accessing the "em" application from outside my company's network.
To be more detailed, I have a server its name "wbt" with OAS 10gR3 installed and a fake IP address (172.0.0.0) natting to a real IP address (193.0.0.0).
If i try to access "em" using http://wbt/em it works perfectly.
but trying to access it using http://172.0.0.0/em or http://193.0.0.0/em it doesnt work at all, with "page cannot be displayed" error.
Can you advice if i need to define or configure files to enable this feature?

NOTE: I meant by "em", the ascontrol.
