Cannot view dblinks of another schema

I am using SQLDeveloper 4.0.0.12 on Windows platform connected with Oracle 10g R2.

Using my (Monitor having OEM_MONITOR and OEM_ADVISOR roles) user, I cannot view the Database Links created in other user's schema from the Connections Panel but If I run the below query, then I can see them:

select * from dba_db_links

Can you please guide me?
