Cannot start jdeveloper 10.1.3.4.0

I downloaded jdeveloper 10.1.3.4.0 with JDK and now I am trying to start jdeveloper. I try to run <jdev_home>\jdev\bin\jdevw.exe or <jdev_home>\jdeveloper.exe and get a screen that says the publisher could not be verified with a run or cancel button. When I press the RUN button the screen disappears. There is no error message.
