cannot shutdown database

I want to shutdown the database and when I do sqlplus as any user what I get is ORA-04031: unable to allocate 4096 bytes of shared memory ("shared pool","select /*+ rule */ bucket_cn...","Typecheck heap","kgghtInit")

I will like to increase the shared_pool_size but can someone tell me how to get the database down?
