cannot run oracle universal installer 10g

Hi,
I have installed some Oracle 10g products successfully.
I have installed a new version of jdk after that.
I have also done a system cleanup using a utility (advanced system cleaner) to remove temp and unwanted files.

I receive this message when try to run Oracle Universal Installer "Error in writing to directory C:\DOCUME~1\username\LOCALS~1\Temp\OraInstall2011-05-26_09-54-57AM. Please ensure that this directory is writable and has at least 45MB of disk space. Installation cannot continue."
