Cannot modify datasources / connection pools from terminal.

I have a weblogic server and had made a script that modifies the datasources like username in the connection pools of the server.
Is there an upgrade command that I am omitting?
Are there any transaction protocols that don't allow me to locally change an entry in the xml files?
