Cannot login to OWB

When I try to login to OWB I'm getting this error:

ORA-01403: no data found
ORA-06512: at
"OWBSYS.GETROLESTARTED", line 24
ORA-06512: at line 1

API5022: Cannot connect to specified account. Verifiy connection information.

I can login to my DW account from SQLPLUS. I'm on Oracle 11i fresh install.
