Cannot load rules to HFM after "bad" rules were loaded during testing

We loaded No Input rules that were incorrect and now we cannot "fix" the application.  Of course this is Development but i am hoping to recover it and not have to rebuild.  When loading correcting rules it throws an error and says to see the windows event viewer.  Errors from the event viewer are:

When loading correcting rules we get the same message and this is in the windows event viewer:

We have tried

  • New rules
  • Adding a list that we thought was missing in the first rules file to correct the initial error
  • Loading the original rules from Prod

Any help would be much appreciated.
