Cannot load OCI DLL

hey,

i got an error with my win server 2003 x64bit oracle 11g r1

i get this error "Cannot load OCI DLL" when im trying to connect to my db.
tryed to connect with

Navicat Premium
Toad for Oracle 11
PLSQL Developer

get all time same error tryed this all here too
