We have our HFM application configured for phased submission on the custom 3 dimensions. No other dimensions use phased submission. About half the members in C3 have submission group set to 0. The remaining members are set to submission group 1. In the application submission group 1 is assigned to Phase 1.
When we load data to HFM we load only to intersections that have submission group 0. We collect Roll Forward data in the C3 members that are tagged in submission group 1. Our users typically have the security role Review 1. So they load data, then they supply the roll forward data and promote to Review Level 2 (Only the roll forward data). If the users try to reload data (to intersections with submission group 0) the error fails. They can load if we reject the data from Review Level 2 to Review Level 1. It seems to me that the users should be able to load the "Not Supported (submission group =0) intersections regardless of what review level the phase is in.
Does anyone have any ideas or suggestions on things we can try to resolve?
