cannot launch data base homepage

Oracle 10g express installed successfully on my pc but when i try and launch the home page it cannot find the page and gives an error saying "cannot find server or dns error". I tried http://localhost:8080/htmldb/ with the same result. Oracle services are running. any suggestions on what to look for?
