Cannot install Oracle Smart View 32-bit for Office

I have download oracle smart view v.11.1.2.5.610 from here (Oracle Smart View for Office Downloads)

after I double-click to install on my computer it prompt the error that "Microsoft .Net Framework 4 or greater needs to be installed for this installation to continue."

but actually I already install many version of "Microsoft .Net Framework" (the newest version on my computer is 4.6.2)

anyone can help me to solve this problem?
