Cannot install 12c on Windows 10

I am running Windows 10. Microsoft Windows [Version 10.0.10586]

I have downloaded and unzipped 12c into a single directory.

2015-03-03 14:26 1,580,194,397 winx64_12102_database_1of2.zip

2015-03-03 14:28 1,183,299,689 winx64_12102_database_2of2.zip

When I run .\database\setup.exe I respond "Yes" that I want the application to make changes. Nothing happens. It appears that no program starts.

"Run as administrator" on setup.exe produces the same result.

Please advise. Thanks.
