Cannot find a J2SE SDK installed at path:<ECLIPSE_INSTALL_PATH>\jre6

I am trying to run SQL developer for the first time but keep getting error message like the following:

Cannot find a J2SE SDK installed at path:<ECLIPSE_INSTALL_PATH>\jre6

*<ECLIPSE_INSTALL_PATH> - points to the installation path of Eclipse(includes JDK 6_U16)

I have tried setting environment variable JAVA_HOME to <ECLIPSE_INSTALL_PATH>\jre6 which also doesn't work.

Can anyone help? Thanks in advance.
