Cannot download Java

Hey. I'm new on these forums and i was hoping that someone could tell me what to do.

When i download Java, and it has finished downloading, a message appears saying:

"Windows Installer. The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance.

Please could someone help. Thanks. All comments are much appreciated.
