cannot create workspace

Hello, I am new on Apex and after the DB12c installation I am trying to create new Workspace but all the time with result:

Error provisioning test.

ORA-20001: Request 2601129734738951 could not be processed. -20987 ORA-20987: APEX - Unable to create user. ORA-65096: invalid common user or role name - ORA-65096: invalid common user or role name

Could you advice what is wrong?
