Cannot connect to SFTP server and deploy to cloud

I can connect to my cloud instance from SQL Developer, but when I try to deploy a table to the cloud, I get an error:

Invalid SFTP Parameters
Unable to connect to SFTP server with provided details.

When I try to connect with an FTP client, I get
Error: Connection timed out
Error: Could not connect to server

I am using the Service SFTP Details user & SFTP server and I reset the pwd (twice), still no luck.

Any suggestions?

By they way, I also noticed that the "Deploy Data" section in the "Deploy Objects to the Cloud" dialog is grayed out/disabled...not sure if this is related
