Cannot connect to Oracle via PL/SQL

I have just installed Net9 and PL/SQL in My PC.

If using window command to check service name (use tnsping command), it's ok

But if I use PL/SQL, I couldn't connect to the server. It show error message: ORA-12154: TNS: could not resolve service name.

I don't known the reason why? Can anybody help me?

P/S: More system info:
- OS: Window 7
- Oracle version: 9i
- PL/SQL: 8.0.0.1483
