Oracle Database Discussions

I am having issues connecting to a MS SQL database with SQL developer, I have pasted a screen shot of my error message below, I have tried multiple blogs, websites, etc with no success.
Connection name: minc
username: domain\username
password: password

hostname: my local machine name
port: 1433

Error Message= Status : Failure-Test Failed: Cannot connect to Microsoft SQL Server on localhost

Also, please confirm the proper location of where the jdbc driver for MSSQL should be downloaded from and placed.

Please help.
