Cannot connect to Application Server in JDeveloper

Hi

I have installed SOA suite 10.1.3 on one machine.
I have Jdeveloper installed on another machine.
I am able to connect to the application server, esb, bpel consoles using IE. http://machine1/bpel or esb etc. from 2nd machine.
When I try to create a application server in Jdeveloper, I get error
Error getting OC4J Process for opmn-oc4j_soa-machine1-6003-default:
Error connecting to OPMN (Is it running?): Connection refused: connect

Any idea, what am I missing?

I have added machine1 as exceptions to proxy in Jdeveloper.

JDeveloper version is 10.1.3.3.0
