Cannot Connect To APEX When Connected To Internet

Hello All.

I am wondering if someone could please help me.

I have APEX 2.2 installed on my home PC. I am able to open APEX and connect
without problem so long as I am NOT simultaneously connected to the Internet.
I am using a high speed cable modem and I have Norton Anti-Virus installed.

After I turn on the cable modem and connect to the web, trying to then open up
the APEX web site (on my home PC via url http://hp-pc1:7777/pls/htmldb/apex) displays the following error message:

Service Temporarily Unavailable
The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later.

Oracle-Application-Server-10g/10.1.2.0.2 Oracle-HTTP-Server Server at hp-pc1 Port 7777

I thought that Norton was preventing me from accessing APEX, and so, I disabled
Norton, but still no luck.

Does anyone have an idea how to access APEX on my home PC while also
connected to the web?
