Cannot change any user password.

I have Solaris 11.2 with 2 non-global zones running.

On one of them when i try to change password for any existing user with passwd it drops out with a failure:

root:~# passwd johndoe

New Password:

Unexpected failure. Password file/table unchanged.

I have played around with solaris hardening, but i doubt that any of changes i made could cause this error.

Also i cannot find any useful info about this one in Oracle support links.

On the other zone everything works fine, does any one has any ideas what could be the cause of this?
