Cannot allocate -XX:MaxPermSize=512m even with free 2.5GB physical memory?

Hello,
I am trying to start off my JBOSS server allocating heap size of 1024M and Permgen space of 512m on 32 bit windows XP with 4GB RAM . The system throws an error message "Could not reserve enough space for the Object Heap space" . I have checked the task manager for available memory and it show 2.5 GB of free physical RAM.

Much appreciate any suggestions you can offer.
