Cannot align date picker and select list

Please, help!
I am having a hard time aligning a date picker and a select list on one row.
The second item (select list) always comes below the first component.
These are actually a Date and a time components.
P4_Date: New line - yes; New field - yes
P4_Time: New line - no; New field - no

This used to look just right (on one row) on Apex 3.0.
On 3.1 and 3.1.1 it doesn't.
