Cannot add OraClient10g_home1 as a new data source in System DSN

I am not able to add the data source driver OraClient10g_home1 in ODBC Data Source Administrator under the System DSN tab.

The error message I receive is as follows:

"The setup routines for the Oracle in OraClient10g_home1 ODBC drive could not be loaded due to system error code 126."

Machine Info:

Fresh install of XP Pro SP2 retail with no windows updates installed nor third party software of any kind.

also tried XP Pro SP2 with full windows updates and third party software, same result.

had the same result on several machines with XP Pro SP2 with full windows updates and third party software.

Used Oracle Universal Installer to install the 10g-client from oracle.com version 10.2.0.1 for windows 32.

Any help anyone could provide would be appreciated.
