cancellation pending in OSB

Using OSB 10.2.0.3.0.

Recently when cancelling jobs they get stuck in cancellation pending. So far the only thing that fixes is the is a system reboot. Obviously this interrupts running jobs. Is there another way to clear this out or is there something in particular that causes the cancel to not complete normally? Thanks
