Can you now install Form Builder (12c) on a PC without weblogic?

I'm just looking through some of the Forms 12c documentation.

We only use Forms, not Reports. We have Form Builder on our PCs but compile and deploy on a unix machine. With Forms 11g, we weren't keen on having to install weblogic on each PC.

Have I understood correctly, that you can now just install Form Builder 12c on a PC without weblogic?
