Can You Create a RMAN Catalog on a Pluggable DB?

I am working on creating a rman catalog as a pluggable db and I can login to rman using this command,

> rman catalog rcat@pdbrcat

recovery catalog database Password:

connected to recovery catalog database

RMAN>

However after that when I try to create the catalog, and I even copied my control01.ctl file to a control02.ctl file and get the same message.   Why is it trying to add the control file to my container and should it be able too?

RMAN> create catalog;

error creating db

ORACLE error from recovery catalog database: ORA-00604: error occurred at recursive SQL level 1

ORA-00210: cannot open the specified control file

ORA-00202: control file: '/u01/oracle/cdbrman/control02.ctl'

ORA-27041: unable to open file

Linux-x86_64 Error: 2: No such file or directory
