Can use 1and1.com or not

I am using 1and1 and I know how to use MySQL. I want to know how to switch for APEX. The following is customer service’s respond:

This application will not work in a shared hosting package but if you
order a dedicated server this application will work. For more
information about dedicated server package, please refer with this guide
link:(http://order.1and1.com/xml/order/ServerPremium).

I still have question but I did not know how to ask them.
