can't view EasyStruts in Eclipse

hi Folks,

I downloaded EasyStruts plug in in Eclipse3.1 for struts support and then unzipped to eclipse home directory\plugins directory

after installation i can see Tomcat toolbar buttons but can't view Easy Struts option in Window -->Preferences

do i need to install anything else ?
