Can't store / retrieve accented characters (é) from Oracle 9i

NLS characterset is AL32UTF8.
I do not know if this is a "proper" test or not, but it seems to suggest that the db is our point of failure in storing / displaying accented characters.
SQL> select 'é' from dual;
'I'
--------------------------------
I
I read that if this returns a question mark, it could be a characterset issue, but have not seen anything to help explain what to do when it gets returned as an I.
Any help would be deeply appreciated!!!
