Can't start sqldeveloper

Hi,

Anybody could help me?

After installed Oracle SQL Developer for 32-bit Windows (This zip file includes the JDK1.6._11) I try to run the file sqldeveloper.exe and appears error:

The application or DLL C: \ WINDOWS \ system32 \ MSVVR71.dll is not a valid windows image. Check this against your installation diskette.

and then appears error:
Unable to launch the Java Virtual Machine Located at path: ..\..\jdk\bin\client\jvm.dll

Previously I have downloaded the MSVVR71.dll file and I put it in the path \ WINDOWS \ system32

Win XP.
Java Virtual Machine is Upgraded
