Can't start SqlDeveloper

I have just installed a new instance of the Oracle Database 11g 11.2.0.1.0 64-bit from The database install disk of the Oracle Media Pack v3. The Operating system is Windows Server 2008 R2 Standard, Service Pack 1, 64-bit.

I am trying to get sqldeveloper to run. I attempt to run it from the Windows "Start" menu but I get a message that the Shortcut was not pointing to a valid sqldeveloper.bat file.

When I do a search on the ORACLE_HOME directory I do not find any and sqldeveloper.bat files but I do find the following:

ORACLE_HOME\sqldeveloper\sqldeveloper\bin\sqldeveloper.exe
ORACLE_HOME\sqldeveloper\sqldeveloper.exe
ORACLE_HOME\sqldeveloper\sqldeveloper\bin\sqldeveloperW.exe

When I attempt to run any of these three files directly I get the following error:

Unable to find a Java Virtual Machine.
To point to a location of a Java Virtual Machine, please refer to the
Oracle 9i JDeveloper Install Guide (jdev\install.html).

I am not sure what to do with this message. I have been doing some research and have found that Java on 64-bit Windows is handled differently than on 32-bit Windows and it seems to me that anything Oracle 9i would pre-date 64-bit Windows.

Does anybody have an Idea how I can get SqlDeveloper running on this machine???
