can't start database

Hi all,

when i start database i have the below error

SQL*Plus: Release 12.1.0.2.0 Production on Tue Mar 6 09:20:47 2018

Copyright (c) 1982, 2014, Oracle.  All rights reserved.

Enter user-name: / as sysdba

Connected to an idle instance.

SQL> startup nomount

ORA-32004: obsolete or deprecated parameter(s) specified for RDBMS instance

ORA-00449: background process 'RBAL' unexpectedly terminated with error 448

SQL> exit

alert file

.....

......

........

RSMN started with pid=38, OS id=13272

Use ADRCI or Support Workbench to package the incident.
