Can't start control Center Service when attempting data profile

I have a simple single machine implementation of OWB and Oracle DB on (Windows XP). So far I've created locations and imported data into OWB and all my connections are working fine. But when I try to profile a table I've imported I get the error 'RTC-5301' The Control Center Service is not currently available. So I've gone to services panel in Windows and located the likely service that needs to be started which I think is 'OracleOracle_DbCman'. (Is this the right one?).

But when I try to start that service I get the message. 'Error 1058- The service did not respond to the start or control request in a timely fashion.' I then changed the startup type on the service from 'manual' to 'automatic' and rebooted- but no luck.

Can anyone confirm that I am approaching this issue in the right way? And give any input on whether this is the correct service and what might preventing it from starting? Thanks.
