can't serialize access for this transaction ?

What means message ORA-08177 can't serialize access for this transaction ?

I receive this message after I run a procedure which has multiple Inserts and calls to other Procedures.
I do not have Set Transaction/Commit/Rollback in this procedure.
Where should I look to solve this problem ?
