Can't run SQL Developer on 64 bit Windows 7 Pro pc

Hello. I'm new to the forum. This is my first question, but not my last I'm sure

Using the 2 zip files available on this site, I recently installed Oracle Database 11g on my 64 bit pc running Windows 7 Professional. SQL Plus runs fine. But when I try to run SQL Developer I get a "Cannot locate sqldeveloper.BAT". After some online research I found it was not a big deal and the solution was to create a shortcut directly to sqldeveloper.EXE. When I try to run it that way I get a prompt asking for the location of java.exe. So I browse to C:\app\oracle\product\11.2.0\dbhome_1\jdk, select java, then click OPEN, then click OK. But SQL Developer sill does not open, and I'm prompted for the location of java.exe again. Can someone tell me the simplest solution to this problem?
