Can't run Financial Reporting reports in Workspace

I am unable to run any Financial Reporting reports in Workspace in either HTML or PDF mode. I get the error: "Required application module reporting.HRRunDlg is not configured. Please contact your administrator." In fact, I get an error any time I click on anything related to Financial Reporting in Workspace (Preferences, Import, etc.).

This is a new installation of EPM 11.1.1.2 running on a Windows 2003 server. We are using Apache for our HTTP Server.

I've searched this forum for this error, but none of the solutions have fixed our problem. I can create a report in FR Studio and run it in the studio using Print Preview. The Web preview in FR Studio does not work. I have already reinstalled all of the EPM products. I also re-ran the EPM System Configurator for both FR and then Workspace.

Note that I am just running Workspace on the server. All of the EPM products have been installed on the 1 server.
