Can't Restore - ORA-19554: error allocating device, device type: SBT_TAPE,

All: I am having problems restoring a disaster recovery database because Rman is looking for backup sets on tape rather than disk. Here is the situation:

1. I have a production database on one server.
2. I do a daily full backup to tape. The retention policy is 30 days.
3. I do a daily full backup to disk. The retention policy is 3 days.
4. The archive logs are multiplexed to the production server and to an NFS mounted disk that is readable by the both the production and DR servers.
5. The control file is backed up to the NFS disk every 1/2 hour.

Below is the script I use to restore. No matter what I do, it continues to look for backup pieces on tape even though the disk has everything it needs.

Any thoughts on how to proceed.
