Can't ping a public website

I am using a free oracle tier server with ubuntu and when I try to ping or curl this website "data.economie.gouv.fr", the command stops working and crashes and I have to press ctrl+c to exit.
The ping and curl commands work fine on other websites and when I try to ping or curl from another computer or another ubuntu server (not oracle) to this website, it works without any problems.
I first thought the problem was that my IP was "banned" or something like that, but when I try with an open-vpn instance installed on the same server, I can also connect to this website.
I think the problem might be with the dns but I don't know how to fix it.
Does anyone know how to solve this problem?
