Can't Open Oracle Apps Report with 10g Reports Builder (APXINRIR.rdf )

I am trying to customize an Oracle e-business suite R12 report.
So I have downloaded the report from the test instance to my local machine and tried to open it with Reports Builder.
BUT unfortunately the Reports Builder crashes every time I had been trying to open this Apps report.

The report I am trying to customize is >> APXINRIR.rdf (AP Report)
I have the Developer Suite 10g installed on my machine.
And I am using Windows 7 Ultimate Version.

Is there any Paths , Plls , Or Standard Reports need to open first or something like that ?
What causes the problem ?
