Can't login to Enterprise Manager

Hi,

I have setup an oracle DB on UNIX AIX environment
Oracle : 10.2.0.3

I have configured the enterprise manager and it started without any issues.

When I access the enterprise manager from a windows machine with IE , I can't login. I don't get any error messages. After entering the user/pwd correctly and press login , the login page keeps popping up again without displaying any errors.

If I enter ip address ,port number and access the EM, I can login but it doesnt display any information except showing me host unavailable.

any idea why I can't login to EM?
