can't login to Enterprise Manager

Hi I am new with Oracle. I can't login to Enterprise Manager- I want to start up my new database.

I entered username and password identical which I've used to start windows.

Os:
username: astro
password: 123

db:
username: SYSTEM
password: 123 (I used the same pass)

got error: RemoteOperationException: ERROR: Wrong password for user
When I connected to db with Oracle sql developer I had my database working just fine, may be it is already started?
