Can't login or restore password, but oracle says there is no OCI accounts linked to my "regular" account

Sorry this is all very confusing to me but my account seems to be stuck on some kind of limbo situation.

I can login with my email to oracle support, and the OCI login page acknowledges my tenant name. After inserting the tenant name, I try to click on forgot password, but no email ever arrives. If I try to create an account with that email, it says it already exists.

If I go to the “forgot my tenant name” and put my email there, 5 identical emails arrive saying that there is no tenants linked to that account.

This is going on for more than a year probably, and I just can't find a place to contact support. What should I do?

If I log in to my oracle support account and end up getting to that old looking page, I can't do anything there except update my personal information.

Does anyone have any idea what do I have to do in this situation? I'd like to delete my account and everything and start anew if possible.

Edit: I also can't seem to create a new account because my personal documents are already registered on the other one.
