Can't locate strict.pm in @INC

hi,
I am getting an error while validating the annotation file using the below command
$IAS_ORACLE_HOME/perl/bin/perl $FND_TOP/bin/irep_parser.pl -g -v -username=sysadmin gl:/patch/115/sql:A:12.0=/home/ABC/A.pls

Error is:
Can't locate strict.pm in @INC. BEGIN failed--compilation aborted at <location of irep_parser.pl from root> line 13.

Any ideas?
